JAKARTA - Golkar Faction Chairman Ade Komarudin said that currently the Golkar Faction is fighting for four Draft Laws that are the priorities of the party with the beringin symbol to be included in the 2015 National Legislation Program.
Those four Draft Laws are the Draft Law on Guaranteeing Micro, Small and Medium Enterprises and Cooperatives (UMKMK), the Draft Law on Tobacco, the Amendment Draft Law on General Provisions and Tax Procedures, and the Amendment Draft Law on Stamp Duty.
"These four Laws must truly be realized this year," Ade said when meeting reporters at the Golkar Faction office in the DPR building, South Jakarta, Wednesday (25/2).
Those four Draft Laws become initiative laws pioneered by the Golkar Faction. Ade explained that according to the Law on the DPR, MPR, DPD and DPRD (MD3), a faction can push a law to become an initiative law. And those four Draft Laws become the Golkar Faction's initiative Draft Laws this year.
Ade continued, one of those Draft Laws, namely on Guaranteeing UMKMK, becomes a priority because Golkar believes that if UMKMK in Indonesia can be improved then all people can be prosperous. "If UMKM are not prosperous then Indonesia is not prosperous," he stated.
According to data owned by Golkar, currently out of about 56.54 million business units in Indonesia, 99% are economic actors included in UMKMK. In 2013, it was recorded that the number of UMKMK reached 57.9 million business units with the number of workers reaching 114.1 million people.
However, until now UMKMK has obstacles in capital such as the availability of financing institutions and the ability to access financing institutions because of the still weak trust of financing institutions towards UMKMK.
"Until now many small communities that have KUR credit have experienced difficulties in obtaining credit. Therefore, this Draft Law becomes the legal umbrella to serve as guarantor so that small communities can access credit. This can be a solution in the field of capital," said Muhammad Misbakhun at the same place.
