The Indonesian Guarantee Companies Association (Asippindo) welcomes the government's decision regarding Micro People's Business Credit (KUR Mikro). One of the decisions is a special requirement that banks must have established an online system with guarantee companies.
“We are opening opportunities for banks to become implementing banks for Micro KUR, and if they have met the above requirements, please submit the application documents to the Policy Committee for further processing,” said Deputy for Business Development and Restructuring at the Ministry of Cooperatives and SMEs, Braman Setyo, in Jakarta on Thursday (28/5).
Braman added that there are 14 banks, excluding BRI, BNI, and Mandiri, that have great potential and meet the above special requirements. These include 13 Regional Development Banks (BPD) and Bank BNI Syariah. The 13 BPDs are PT Bank Syariah, PT Bank Nagari, BPD Aceh, BPD Riau Kepri, BPD Sumsel Babel, BPD Jateng, BPD DIY, BPD Bali, BPD NTT, BPD NTB, BPD Kalbar, BPD Kalsel, BPD Kalteng, and BPD Jambi.
Asippindo Chairman Diding S. Anwar expressed readiness to support the success of the Micro KUR program. Asippindo members have a capital capacity of more than Rp100 trillion. “We are optimistic that we can help meet credit distribution in the UMKMK sector, including Micro KUR, through guarantee schemes,” said Diding, who also serves as President Director of Perum Jaminan Kredit Indonesia (Jamkrindo).
Diding further explained that Asippindo has 19 member companies consisting of state-owned enterprises (BUMN), regional-owned enterprises (BUMD), and private companies. One of its members, Perum Jamkrindo, which is the only state-owned enterprise in the guarantee sector, has the largest capacity with a guarantee target of Rp77 trillion this year.
Regarding the implementing banks for Micro KUR, Braman Setyo emphasized that if last year all BPDs automatically became KUR distributors, starting this year, the provision no longer applies after KUR underwent evaluation. “In addition to having an online system with guarantee companies, the implementing bank's non-performing loan (NPL) must also be below 5% as of December 2014,” said Braman, who also serves as Chairman of the Supervisory Board of Perum Jamkrindo.
Braman added that the Policy Committee's decision regarding financing for micro, small, and medium enterprises (UMKM) sets the maximum loan ceiling for micro businesses at Rp25 million, which is why the program is called Micro KUR. (team)
