Name Change to Perum Jaminan Kredit Indonesia (Jamkrindo)

JAKARTA, July 1 (ANTARA) – In a bid to sharpen its business focus on credit guarantees for the development of micro, small, and medium enterprises and cooperatives (UMKMK), and to align with Law No. 19/2003 on State-Owned Enterprises and Government Regulation No. 45/2005 concerning the Establishment, Management, Supervision, and Dissolution of State-Owned Enterprises, Perum Sarana has been renamed Perusahaan Umum Jaminan Kredit Indonesia, commonly known as Perum Jamkrindo.


About Perum Jamkrindo

Perum Jamkrindo is a state-owned enterprise established by the Indonesian government under Government Regulation No. 41 of 2008, dated May 19, 2008. The company is charged with conducting business in the field of credit guarantees for UMKMK—including individual credit guarantees as well as consultancy and management services. Its overarching mission is to support government policies and national development programs by facilitating access to credit for UMKMK.

Currently, Jamkrindo focuses on providing credit and financing guarantees to banks and other financial institutions on both conventional and sharia bases, with its sharia guarantee (kafalah) marking the first of its kind in Indonesia. In pursuit of this goal, Jamkrindo collaborates with a network of more than 65 partners, ranging from regional development banks (BPD) and state-owned banks to private national banks and other financial institutions, both conventional and sharia.

About Jamkrindo’s Credit Guarantees

Jamkrindo’s credit guarantee service involves providing assurance to creditors (banks or other lenders) for loans or financing facilities extended to UMKMK. This guarantee is activated if the borrower fails to meet the collateral requirements stipulated by the creditor. Essentially, the credit guarantee is an accessory to the credit agreement between the borrower and the lender.

In practice, Jamkrindo steps in to assume the debtor’s obligations if the debtor defaults on the agreed repayment schedule, thereby paying the outstanding balance or losses incurred by the lender. The guarantee does not eliminate the debtor’s ultimate obligation to repay, however, as the principle of subrogation ensures that the debt remains the debtor’s responsibility.

Key principles underpinning Jamkrindo’s guarantee services include:

  1. Business Viability: Guarantees are provided only when both the guarantor and the lender agree that the proposed business or project is feasible for financing—even if it is not yet bankable.
  2. Accessory to Credit: The guarantee is always linked to an underlying credit or financing agreement.
  3. Collateral Substitution: Jamkrindo’s guarantee can serve as a substitute for collateral when the provided collateral does not fully satisfy the lender’s requirements.
  4. Temporary Assumption of Default Risk: If a guaranteed credit becomes delinquent or defaults within the agreed period, Jamkrindo will cover the remaining balance or losses, thereby temporarily assuming the risk.
  5. Subrogated Receivables: Settlement of the outstanding credit by Jamkrindo does not automatically discharge the debtor’s repayment obligation.

Jamkrindo delivers its services through 11 branch offices across Indonesia—in Jakarta, Bandung, Surabaya, Semarang, Denpasar, Pekanbaru, Palembang, Medan, Makassar, Samarinda, and Pontianak—all of which also function as Sharia Authority Channeling (SAC) centers for sharia guarantee services. These branches are further supported by six regional representative offices located in Palangkaraya, Banjarmasin, Kupang, Mataram, Manado, and Jayapura.
