JAKARTA | Perusahaan Umum Jaminan Kredit Indonesia (Perum Jamkrindo) signed a Memorandum of Understanding with PT Bhanda Ghara Reksa (Persero) as part of a state-owned enterprise (BUMN) synergy to enhance the Warehouse Receipt System (SRG) business.

The Memorandum of Understanding was signed by Perum Jamkrindo President Director Diding S. Anwar and PT Bhanda Ghara Reksa (Persero) President Director R. Ruli Adi at Perum Jamkrindo’s Head Office in Jakarta on Monday (08/19/2016).

After previously collaborating for the "BUMN Hadir Untuk Negeri" program in Central Sulawesi, Perum Jamkrindo and PT Bhanda Ghara Reksa are now signing the Memorandum of Understanding as a form of BUMN synergy to maximize each party’s potential. "PT Bhanda Ghara Reksa (Persero), as the warehouse owner and issuer of Warehouse Receipts, will greatly assist Perum Jamkrindo in implementing the Warehouse Receipt System Guarantee," said the President Director of Jamkrindo.

The implementation of the Warehouse Receipt System Guarantee by Perum Jamkrindo refers to Law No. 9 of 2011 concerning Amendments to Law No. 9 of 2006 on the Warehouse Receipt System and Government Regulation No. 1 of 2016 on the Institution for Implementing the Warehouse Receipt System Guarantee, which designates Perum Jamkrindo as the Implementing Institution for the Warehouse Receipt System Guarantee.

Meanwhile, the President Director of Perum Jamkrindo emphasized that the partnership with PT Bhanda Ghara Reksa is considered strategic, aiming to support the smooth operation of both companies' businesses and improve their performance, thereby achieving better BUMN synergy.

It is hoped that through this collaboration, the benefits of the Warehouse Receipt System Guarantee can be directly felt by the public (especially farmers) and corporations in cases of failure, inability, and/or bankruptcy of warehouse operators in fulfilling their obligations.

PT Bhanda Ghara Reksa (BGR) President Director R. Ruli Adi explained that in the SRG system, the company has three main roles: as a warehouse operator, as a mentor for prospective warehouse operators, and as a warehouse compliance assessor. As an SRG warehouse operator, the company strives to expand its service areas. "BGR also plays a role in training and supervising prospective warehouse operators for a period of six months to a year," Ruli explained.

As a warehouse compliance assessor, BGR functions to conduct feasibility surveys on SRG warehouses. The feasibility of these warehouses is assessed based on the existing warehouse standard feasibility format, warehouse readiness with all facilities and infrastructure, and warehouse readiness for use while minimizing the risk of weight loss/shrinkage due to external factors.

Furthermore, Ruli hopes that SRG socialization will be optimally carried out by all relevant stakeholders, including Jamkrindo and BGR. The goal is for SRG to not only be positioned as a warehouse function for temporary storage or as collateral for lenders but also to be seen as a logistics-supply chain entity.

As an initial step, Jamkrindo has conducted a benchmark study on SRG implementation in Bulgaria and has socialized the program to farmers and business actors in Medan, Parapat, Palembang, and Samosir.

Currently, 14 commodities are eligible for the Warehouse Receipt System Guarantee, including rattan, unhusked rice, gambier, rice, tea, corn, rubber, seaweed, coffee, cocoa, tin, pepper, copra, and salt.

Throughout 2016, BGR has managed 24 SRG warehouses spread across 24 regencies. As for the warehouse receipts issued in 2016, there have been 42 warehouse receipts with a total tonnage of 758,438 tons. "Around 86.7% of the stored commodities with issued warehouse receipts are unhusked rice, while the rest include coffee, rattan, and corn. Additionally, seaweed is also stored in SRG warehouses."

Jamkrindo is always ready to contribute by absorbing the financing risks disbursed by banking and non-banking institutions to MSMEs through its credit guarantee programs, including the KUR credit guarantee program and other credit guarantees.
