JAKARTA – Perum Jamkrindo (Jaminan Kredit Indonesia), through its MSME Rating and Management Consulting Division, has signed a Memorandum of Understanding (MoU) and cooperation agreements with seven universities to support the data collection and updating of Micro, Small, and Medium Enterprises (MSMEs). The signing took place on Tuesday (28/11) as part of an initiative to strengthen cooperation between the credit guarantee industry and academia in developing an integrated MSME database.
The seven universities involved in this collaboration include the Bogor Agricultural Institute (IPB), Bandung Institute of Technology (ITB), State University of Jakarta (UNJ), Hasanuddin University, Lambung Mangkurat University, University of Indonesia (UKM Center UI), and Syiah Kuala University (UKM Center). Previously, Jamkrindo had also signed agreements with institutions such as Bank Indonesia, the Ministry of Cooperatives and SMEs, the Ministry of Home Affairs (Dukcapil), and other universities like Brawijaya University and Malang State Polytechnic.
The signing was attended by Perum Jamkrindo’s President Director, Diding S. Anwar, and representatives from the seven universities, including Rudi Siahaan from LM UI, Ucu Cahyana from UNJ, Ina Primiana from FEB Unpad/ISEI, Yusman Syaukat from FEB IPB, Edy Baskoro from FMIPA ITB, M. Riza Firdaus from FEB Lambung Mangkurat University, Gagaring Pagalung from FEB Hasanuddin University, UNJ Rector Djaali, and Iskandar Madjid from the UKM Center at Syiah Kuala University.
Also present at the event was Shankar Chakraborti, CEO of SMERA (Small & Medium Enterprises Rating Agency) from India, a well-established MSME rating agency that has significantly contributed to MSME development in India.
Jamkrindo President Director, Diding S. Anwar, emphasized that this initiative aligns with the Financial Services Authority's (OJK) directives and Jamkrindo’s commitment to supporting national MSME development. To this end, Jamkrindo established the MSME Rating and Management Consulting Division in early 2016, as mandated by Law No. 1/2016 on Credit Guarantees and Government Regulation No. 41/2008.
"To date, we have developed an MSME rating methodology and conducted direct visits to MSMEs under Jamkrindo’s guarantee schemes. These visits are essential for updating data, monitoring guaranteed credit, and assessing MSME performance," said Diding.
As part of this collaboration, Jamkrindo will develop guidelines for MSME data collection and updating, provide technical training, and facilitate data processing. Meanwhile, universities will provide field personnel (enumerators) to conduct data collection and assist in management consulting for MSMEs.
"This partnership aims to establish a comprehensive and up-to-date MSME database, which will serve as a foundation for MSME classification and better policy-making," Diding added.
Currently, Indonesia has approximately 56.7 million MSMEs under the guidance of 23 ministries and agencies. However, the available data is often fragmented, uncoordinated, and inconsistent. "We need a focused effort to consolidate MSME data at the national level and ensure it is managed effectively," Diding stated.
To date, Jamkrindo has collected data from around 5 million MSMEs recorded between 2012 and 2015, covering both Guaranteed KUR (People’s Business Credit) and existing MSMEs. However, only 200 MSMEs in the Greater Jakarta area have had their profiles manually updated.
In addition to this national initiative, Jamkrindo has engaged in international collaborations, including partnerships with Korea, India, and Chile. These include: An MoU with Korea Credit Guarantee Fund (KODIT) for credit guarantee service development and MSME growth, Agreements with India’s Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) and National Credit Guarantee Trustee Company Ltd (NCGTC), A partnership with Chile’s FOGAPE (a government-owned credit guarantee company) and ALIGA (Latin American Guarantee Association) for knowledge exchange and staff training.
Jamkrindo has also invited Bank Indonesia, which has been studying the establishment of an MSME rating agency in Indonesia since 2009, to participate as a panelist in a workshop on MSME database development and rating systems.
