The existence of Law Number 1 of 2016 on Guarantees serves as a bridge for Perusahaan Umum Jaminan Kredit Indonesia (Perum Jamkrindo) between Micro, Small, and Medium Enterprises (UMKMK) and the banking sector. This allows UMKMK to access financing or credit for working capital or investment, helping them become sustainable and progress.
This was conveyed by the Head of the Legal and Compliance Division of Perum Jamkrindo, M. Natsir Rahmadi, during a Public Discussion on the Socialization of the Guarantee Law with the theme “Boosting People's Economy Through Guaranteeing” organized by the Indonesian Youth Caucus (KMI) in collaboration with Perum Jamkrindo at the Press Council Building, Jl. Kebon Sirih, Central Jakarta, on Thursday (November 16).
According to Natsir, the enactment of the Guarantee Law is something to be grateful for, as for decades, Perum Jamkrindo has operated as a guarantee company without a legal framework equivalent to those used by other financial institutions.
If this situation continues, there is a concern that it would place Perum Jamkrindo and the guarantee industry in a weak position.
"The Guarantee Law becomes a legal umbrella for UMKMK, which has long struggled to access credit, whether from banks or non-bank financial institutions. This law will certainly further encourage the guarantee business of Perum Jamkrindo," he said.
Natsir added that the guarantee companies are Perum Jamkrindo and Jamkrida. He mentioned that there are 23 guarantee companies, including Perum Jamkrindo and Jamkrindo Syariah as state-owned enterprises, and private companies such as PKPI, as well as 18 Jamkrida (Regional Credit Guarantee Companies) whose shares are owned by local governments.
