Three Things That Jamkrindo's Human Resources Need to Master

Sulis Usdoko, Director of HR, General Affairs, and Compliance at Perum Jamkrindo, brings a background as a banker. He started his career at PT Bank Tabungan Negara (BTN), where he held several leadership roles, managing various regional branches across Indonesia from 1997 to 2010. His career progressed as he was appointed Head of the Third-Party Funds and Retail Services Division in 2011, eventually rising to the position of Director overseeing Collection Management, Asset Management, Legal, and Credit Documentation at BTN.

In 2017, Sulis Usdoko was appointed as Director of HR, General Affairs, and Compliance at Perum Jamkrindo, a state-owned enterprise in the financial guarantee industry, by Minister of State-Owned Enterprises Rini Soemarno through the Decree of the Minister of SOEs (SK-187/MBU/09/2017) dated September 7, 2017.

“I am grateful to be placed at Perum Jamkrindo because my experience in the financial industry has become more complete. I used to work in banking, and now I am in a non-bank financial industry, which is the guarantee sector,” said Sulis Usdoko.

When he first joined Perum Jamkrindo, Sulis admitted that he didn't fully understand the concept and business process of guarantees. However, he learned extensively from his team at Perum Jamkrindo.

“I conducted mapping. Typically, I start by looking at the articles of incorporation and related regulations. For Perum Jamkrindo, the legal foundation is Government Regulation No. 41/2008 and Law No. 1/2016 on Guaranteeing, which govern the guarantee industry,” he explained.

Sulis Usdoko also examined various reports released by Perum Jamkrindo, particularly financial statements. From this analysis, he identified strategic opportunities in developing the company’s human resources (HR). It began with a fundamental question: "Is Perum Jamkrindo's HR truly leading in the guarantee sector?"

Being “leading” in the guarantee sector means being at the forefront in business, operations, infrastructure, and all aspects of the guarantee industry. Perum Jamkrindo sets the benchmark for all guarantee companies in Indonesia and serves as a mentor for regional guarantee companies (Jamkrida).

“The question I considered was: How can Perum Jamkrindo’s HR become leading in the guarantee sector? To be leading, HR must be expert, effective, efficient, fast, cost-effective, and good,” he explained.

He continued with the next question: What is needed to ensure that Perum Jamkrindo's HR excels in the guarantee sector? According to Sulis Usdoko, there are three essential areas of mastery:

  1. Expertise in the Guarantee Sector
    HR at Perum Jamkrindo must be experts in the guarantee business. "To be leading, expertise is critical. HR must be well-versed from A to Z in guarantees. No one in the organization should lack expertise if we want to lead. This is the first challenge," he emphasized.

  2. Understanding UMKM-K (Micro, Small, Medium Enterprises, and Cooperatives)
    Perum Jamkrindo's HR must understand the behavior of UMKM-Ks, as these businesses, though feasible, often face challenges accessing capital from banks. Jamkrindo’s mission is to support UMKM-Ks by providing guarantees to help them obtain financing from both banking and non-banking financial institutions.

    "HR at Perum Jamkrindo must not only be expert in guarantees but also in understanding the behavior of UMKM-Ks. It's crucial to support them properly," said Sulis.

  3. Expertise in Database Management
    Another key area is the ability to manage operational data effectively. With more than 50 million UMKM-K units in Indonesia, the data collected so far by the government is only estimated and not specific. Perum Jamkrindo needs to lead in collecting, managing, and utilizing data on UMKM-Ks for the benefit of the industry.

    "Currently, there are only 5 million UMKM-Ks recorded by Perum Jamkrindo, but we are working to expand this database. In the future, Perum Jamkrindo will lead in managing the UMKM-K database across Indonesia,” Sulis Usdoko stated.

With these competencies, Perum Jamkrindo's HR will play a pivotal role in empowering the UMKM sector and advancing Indonesia's economic development.
