Non-performing Loans in the MSME Sector are Relatively Small

JAKARTA – The level of non-performing loans (NPL) in the micro, small, and medium enterprise (MSME) sector receiving People’s Business Credit (KUR) that is guaranteed by Perum Jamkrindo is relatively small. Out of the total KUR guarantees amounting to Rp18.453 trillion as of November 2011, non-performing loans account for only 1.26%.

“From that 1.26% of non-performing loans, Jamkrindo has paid out claims amounting to Rp166 billion to various KUR disbursement agencies, exceeding the 2011 target of Rp126 billion,” said Nahid Hudaya, President Director of Perum Jamkrindo, in Jakarta on Monday (26/12).

Nahid explained that the increase in claim payments is in line with the growing number of KUR disbursements guaranteed by Jamkrindo. The guarantee volume for KUR this year reached Rp18.453 trillion, exceeding the 2011 target of Rp12 trillion. From these KUR guarantees, Jamkrindo earned guarantee fees of Rp453.72 billion. This figure makes Jamkrindo the largest KUR guarantor in Indonesia, followed by Askrindo. “For us, the KUR program is still profitable alongside our other guarantee businesses,” he said.

In addition to the KUR guarantee program, Nahid mentioned that Jamkrindo also has an existing guarantee business with total claims reaching Rp119 billion out of a target of Rp122.7 billion, with the credit guarantee value amounting to Rp31.51 trillion.

Chairman of the Supervisory Board of Perum Jamkrindo, Choirul Djamhari, added that in the future, Jamkrindo will face a broader guarantee business market as regional credit guarantee institutions continue to grow rapidly. This development will certainly affect the market share of the guarantee business. To anticipate this, Jamkrindo is preparing to become more professional by converting its legal status into a limited liability company (PT).

Regarding the KUR guarantee specifically, Choirul stated that Jamkrindo must become even more focused given that future KUR programs will be more specific, such as the KUR for Indonesian migrant workers (TKI) and retail KUR. “A more specific KUR guarantee will result in a different risk profile. In other words, the credit guarantee business will become more complex,” said the Deputy for Restructuring and Business Development at the Ministry of Cooperatives and SMEs. “Therefore, Jamkrindo must work even harder. Our challenge is growing tougher in developing new guarantee schemes, including expanding sharia-based services,” he added.

Furthermore, Choirul mentioned that Jamkrindo will develop new cooperation models with government-owned banks and other national banks in the future.
