JAKARTA – In 2012, the government has set the target for People’s Business Credit (KUR) disbursement at Rp30 trillion, a 50% increase compared to last year’s target of Rp20 trillion. This higher target comes as a result of the strong disbursement performance in 2011, when the actual KUR disbursement reached Rp29.2 trillion, according to Coordinating Minister for Economic Affairs Hatta Rajasa.

In 2011, the total number of KUR customers reached six million, with 600,000 of them having advanced to commercial status. “Those who were previously categorized as non-bankable have become bankable,” Hatta explained during a press conference on Tuesday (January 10).

As in the previous year, KUR disbursements will be carried out through banks. For this year, Hatta stated that 50% of the KUR funds will be distributed through PT Bank Rakyat Indonesia Tbk (BRI).

The government also plans to improve community access to KUR by increasing the number of regional development banks (BPDs) serving as KUR disbursement channels. Hatta hopes that these BPDs will be able to disburse loans of Rp20 million or more. Additionally, Bank BNI Syariah will also participate in disbursing KUR this year.

It is noteworthy that in 2011, there were six banks (BRI, Mandiri, BNI, BTN, Bukopin, and BSM) along with 13 BPDs involved in KUR disbursement. Consequently, the total number of KUR disbursement banks is expected to increase to 33 this year.

The government is also expanding the number of guarantee institutions for KUR. Previously, KUR was guaranteed only by PT Jamkrindo and PT Askrindo; however, starting this year, Askrida (Asuransi Kredit Daerah) of East Java will also provide guarantees. “Regarding interest rates, we have set the maximum retail rate at 13% and for microcredit at 22%,” Hatta said.

Hatta expressed hope that this year’s KUR disbursements will be more targeted toward upstream sectors such as agriculture, fisheries, and industry. In 2011, 34.4% of total KUR disbursements were allocated to upstream sectors. “We expect that the upstream sector will grow better, transforming not only micro enterprises but also evolving into bankable (commercial) businesses,” he added.
